On April 27th, the first lecture of the 2nd PKU “Top Ten Mentor” candidates was held in PKU. Professor Ping Xinqiao, Academic Council Chairman of SEPKU, made a speech on “Tradeoffs and Corruption between Excitation and Control in China’s Fiscal System”.
He started his lecture from factors which lead to the increasing risk of China’s economic downturn in recent years. Then he combined Laffont’s (1999) theoretical model system to analyze the relationship between competition, incentives and corruption, and to verify the rationality of implicit policies introduced by local governments, emphasizing that if the central government controls local government overly, it will make incentive problems. Accordingly, Professor Ping noted that the measures of local tax competition, tax incentives for investment and innovation, imposing land-transferring fees and real estate tax deferring, are fiscal policy innovation in China’s 30 years’ reform and opening-up process. Denying these experiences will bring direct and indirect tightening effect, causing a sharp decline in government revenues and investment in the construction of public facilities.
Professor Ping’s excellent speech sparked a lively discussion in the audience. In the Q & A session, the students were eager to speak with Professor Ping Xinqiao and have a further communication. Professor Ping answered the questions and recommended relevant economic literature and classic books to them.
The biennial “Top Ten Mentor” selection of PKU, which was started from 2013, aims to promote academic spirit, to strengthen academic team building, to show excellent faculty mentor and his research team, and to create a positive academic atmosphere.
As the candidate of the second session of "Top Ten mentor" selection, Professor Ping showed strong academic foundation and the heart of economic and livelihood. In 2013, Professor Liu Wei of SEPKU was elected as the first “Top Ten Mentor”.
